Overview
VTA is developing a new strategic plan to guide our work over the next decade. The strategic plan will establish our mission, vision and values, and the actions we will take to improve transportation in our region.
The last strategic plan covered 2017 – 2022 and was developed prior to significant changes in how people live, work, and travel in our region. The FY2025-26 Business Plan laid the groundwork for this more comprehensive strategic planning effort. Now, with new agency leadership, we’re looking into the future and creating an updated roadmap to better serve our community.
Why?
The purpose of this plan is to create a clear path for VTA to emerge as a superior, best-in-class transportation authority, and align all VTA plans, programs and services to achieve a common vision. The plan will cover a ten-year period with a planned update in five years. The scope of the plan will include VTA as an industry leader, a workplace, and employer, its service delivery and investments, and its role as the county’s congestion management agency.
Why Now?
Much has changed since the last strategic plan. Travel patterns have shifted, workforce trends continue to evolve, and the demands on transportation agencies are more complex. The VTA Board of Directors identified updating the Strategic Plan as one of the Authority’s key priorities for 2025 to help ensure the Authority is proactively anticipating and addressing these challenges in the years to come. With new agency leadership and evolving transportation needs, we’re creating a new roadmap to better serve our community.
Our Approach
An effective strategic plan requires input and buy-in from many voices. A collaborative approach that engages both internal and external stakeholders is necessary to bring people together around a shared vision. Our process includes the following:
- VTA division interviews
- Partner agency interviews
- Executive workshops
- Small group discussions with community-based-organizations
- Public open house events
- Tabling at divisions for front line employees
- Represented employee membership meeting presentations
- Advisory committee presentations and workshop
Board presentations
We will also be reviewing and analyzing existing data, such as VTA’s annual on-board survey and employee survey results from our Culture and Climate Transformation work.
What’s the timeline?
- Winter 2025: Strategic plan kicks off by introducing the purpose and process to key stakeholders
- Winter – Summer 2025: Data gathering and strategic plan framework development
- Summer 2025 – Winter 2026: Action planning to develop specific initiatives to operationalize the plan
- Spring 2026 – Summer 2026: Draft and final strategic plan for public comment and finalization.
